I use a small 18/0 size spotter brush.

then I line the bottom in black
Finding a good spot visually, off to the side (back of the eye, away from the pony's nose) paint your lashes. Using a pony as reference can be helpful. When I stroke my brush, I start in the black area that I have already laid down, and pull my brush out from the 'liner' and also away from the pony. This motion will make the lash come to more of a point.
Now line the top of the eye. Generally a pony eye will have a 'lash' that extends from this 'liner', so I continue my stroke out past the white area.

Just like you did on the bottom, make top lashes.

Now I fill in the center of the eye with black. If you have trouble making a circle shape, try putting a crescent shape at either end of the eye. Be sure to leave white at both corners.
Now that the black is dry, I add color.
Place the color you want along the edge of your black circle, leaving a border. I take care along the border, but as I fill in the other areas, going outside of where you want your color is fine.

Next I go in with black again, making a circle. (when I make a circle I start at a central dot of paint and 'swirl' my brush outward. This may help, but if you have trouble with circles, try practicing them a few times on a paper towel, etc.)
Finishing up, I add a small dot of white for 'shine'
